Service Charter

 INTRODUCTION:

The management and control of all finances of the Federal Government as prescribed by the constitution of the country is the responsibility of the Federal Ministry of Finance. However, certain financial matters are regulated by other laws created by the National Assembly such as the Finance (Control and Management Act, 1958, as amended) as well as the Annual Appropriation Law and Supplementary Appropriation Law and Allocation of Revenue Act of 1981 as amended. The Ministry is organized to deliver on the above responsibilities of managing, controlling and monitoring revenues and expenditures of the country. To do this, its vision, mission and goals are shared out to its Departments and Parastatals/Agencies, under the following distinctive statements:-

MISSION:
To manage the nation’s finances in an open transparent, accountable and efficient manner that delivers on the country’s development priorities.

VISION:
To be the most prominent Ministry in service delivery and also to manage the Nation's, finance in an open, transparent accountable and efficient manner that delivers on the country's development priorities.

SERVICES RENDERED:
Statutorily, the Ministry functions through its Departments, Parastatals/Agencies, from where full details of its Service Charter can be obtained. The following is therefore only a summary of services rendered by the Ministry:-

* The collection of Government Revenue, and formulation of Tax Policies.
* Quarterly/release of appropriated funds.
* Formulating and implementing fiscal policies and processing Tariff matters.
* Preparation of Annual Accounts of Ministries, Extra-Ministerial Departments etc.
* Budget formulation, preparation, defence, implementation monitoring and Evaluation.
* Managing the international economic relations of the country.
* Managing the country"s foreign and domestic debts.
* Processing applications from public institutions for foreign exchange.
* Monitoring projects financed by bilateral and Multilateral Institutions.
* Regulating the capital market.
* Involvement in the management of corporate entities in which the government has interest.

LIST OF OUR CUSTOMERS:
In so far as our functions impact on the lives of citizens, generally all Nigerians are our customers. However, specifically we focus on those who need specific services, viz,

A) INTRA OR MINISTERAL CUSTOMERS:

* Members of Staff of the Ministry
* Central Bank of Nigeria
* Parastatals and Agencies of the Ministry, viz, Budget Office, Federal Inland Revenue Service, Office of the Accountant-General Of the Federation, Nigeria Deposit Insurance Corporation (NDIC), National Board for Community Banks, National Economic Reconstruction Fund (NERFUND) Securities and Exchange Commission, NEXIM BANK, Debt Management Office, National Insurance Commission, Nigeria Customs Service, Investment and Security Tribunal.

B) INTER-MINISTERIAL / GOVERNMENT CUSTOMERS

* Ministries and Parastatals of the Federal Government.
* The National Assembly and the Judiciary.
* State Governments and Local governments.

C) EXTERNAL/PUBLIC CUSTOMERS

*Corporate organizations including multinational corporations
* Multilateral and bilateral institutions such as IMF, World Banks, IFAD, etc.
* Individual Citizens. * Importers and Exporters. * Investors and Stockbrokers.
* Nigeria?s creditors and debtors. * Bankers, Registrars, Agents, Fund Mangers, Insurance Companies.
* Government contractors.
* Small Scale Industrialists.

PERFORMANCE TARGETS/CUSTOMERS? EXPECTATIONS
Our commitments are that:-

* Warrants for expenditure shall be backed by cash releases within one week of approval by the Cash Management committee.
* All accounts are to be credited within one week after the meeting of the Federation Accounts allocation committee.
* Processing of tax concessions to be completed within a maximum of two to three weeks of lodging of application.
* Fair assessment of taxes, diligent collection of same within a reasonable time devoid of unnecessary delays.
* Requests for Foreign Exchange are to be promptly processed within 48 hours, provided all relevant documents are attached.
* Technical assistant projects to be managed within the negotiated terms and conditions in the Documents detailing the project Cycle.
* Subject to authorization, correct documentation and availability of funds, all payments from the Ministry?s Cash Office are to be effected within 72 hours.
*Applications for licenses and incorporation of community banks are processed not later than one month of receipt.

* Depositors of closed insured deposit taking financial institutions are to be paid within 90 days of closure.

OBLIGATIONS OF CUSTOMERS
Customers are required:-

* To be fully acquainted with the Service Charter of the Ministry and those of all its service frontlines of interest to them. * Follow all approved procedures for obtaining a required service. * Attach all prescribed forms and allow reasonable time for processing requests for service. * Make enquiries in a courteous manner. * Follow any one or a combination of complaints methods contained in the charter of the service frontline of interest.

COMPLAINTS METHODS/PROCEDURES

* Consult the charter of the service frontline of interest and follow the complaints methods therein, or
* Seek redress from the heads of the Service Frontline of interest to them, or
* Send a Complaint/Petition to the complaints/suggestions box, for the attention of the Ministerial Servicom Unit, or
* Direct the complaint to the Ministerial Nodal Officer at Room 011 Ground floor of the Office complex, phone No, 092346295 or GSM No. 08033354909; or directly to
* The Honourable Minister, Federal Ministry of Finance, Abuja

STAKEHOLDERS PARTICIPATION IN SERVICE PROVISION

* The Ministry regularly participates in meetings and holds consultations with IMF, World Bank, IFAD, ADB and attends conferences and workshops organized by these and other multilateral and bilateral institutions.
* Negotiations are held regularly with external and internal creditors on the debts owed by Government.
* Stakeholders are routinely consulted on Annual Budgets, Taxes, Insurance and tariff matters.
